The Pirates

What They Are

Pirates are the maritime shadow economy. They work the waterways, coastlines, and river routes the Circle cannot easily patrol — the gaps where its administrative reach thins and things can be moved quietly. Like the bandits they are human, but far slighter across the board: they do not build into a powerful hierarchy, and they do not try to. They stay dispersed, mobile, and small, because their whole business depends on not being found rather than on holding ground once they are. Bandits accumulate; pirates move. Almost everything a pirate carries is in transit.

A Crew of Cover

Most of a pirate crew is infrastructure around a single purpose. There are miners pressed into waterborne labor, base hands who fill the space, stingers and marksmen with cheap borrowed kit positioned to slow an approach, and a hexer who wants very badly to believe the crew has an arcane edge it does not really have. Fastest of all is the runner, who does not fight but carries word — warnings, coordinates, confirmations — between scattered operations, knitting them into a network rather than a set of isolated camps.

The Smuggler Is the Point

The one member who actually explains what a crew is doing there is the smuggler. Everything else — the miners, the runners, the bodies with cheap bows — exists to support the movement of whatever the smuggler carries. What they move is snakes: whether as the product itself, feeding the snake-handling trade that turns up among the bandits, or as cover for something stranger in the cargo, is not established. What is clear is that the smuggler, not the captain, is the reason the operation exists.

Pirates and the Circle

The Circle's authority thins on water. Its roads are maintained, its checkpoints sit on land, its records track what passes through settlements — and the pirate network lives in the gaps between all of it. Pirates are not in open defiance of the Circle the way bandits sometimes are; they are simply elsewhere. When the Circle does reach an operation, it dissolves: the runners carry the warning and the captains relocate, and what remains at a found camp is only the people who could not move fast enough.

The Captain

A pirate captain is the crew's highest authority, but a modest figure in a fight — an operator rather than a warlord. Their worth is in what they know: the routes, the buyers, the timing, the contacts. To cut down a captain is to end an operation's coordination, not its membership; the crew scatters and the knowledge is what is truly lost. In a faction where everything is in transit, the most valuable thing a pirate carries is rarely on their person.
